Multnomah County Sheriff Bob Skipper: flunked again!

From the Outlook online: "The Multnomah County sheriff failed to earn a 75 percent or higher average on a three-section test he took for the second time Wednesday, July 22. To be certified as a law enforcement agent, he now has no choice but to take a 16-week basic training course in Aumsville beginning in October."

Is Multnomah County Sheriff an elected or appointed position????

If it is an elected position, why do thy not require them to be up to date as they run for office?

It's an elected position, but the previous sheriff left office and Skipper was selected to fill out the remaining term of office.
