The New York City Council has appropriated millions in taxpayer dollars in recent years to organizations that did not exist. Fake groups such as "Senior Citizens for Equality", or the "Coalition of Informed Individuals" were created to form slush funds that City Council members could spend as they pleased. According to an April 4 NY Times article, over $17 million dollars were budgeted for dozens of fake groups since 2001.
